Marlborough Highways is delighted to announce it has been awarded two significant contracts by Havering Council to provide comprehensive Highway Services and Street Lighting Services across the London Borough of Havering. The agreements represent a major achievement for Marlborough and reaffirm its position as a trusted partner in delivering vital infrastructure services. The works, which commence on 1st April 2025, span an initial six-year term, with the option of a four-year extension, and are valued at up to £17m per year, with a combined value of up to £170m over the lifespan of the contracts.
The contract awards, which follow a competitive bid process, reflect Havering Council’s confidence in Marlborough’s expertise and ability to deliver effective, innovative, and community-focused solutions. Having proudly served the people of Havering for more than a decade, this new partnership builds on Marlborough’s established history of providing high-quality services that benefit residents, local businesses, and visitors alike.
The Highway Services Contract includes the maintenance and improvement of the borough’s roads and footways, flood management, traffic and parking improvements, and emergency response services. New responsibilities, such as winter maintenance and gully cleaning, represent a significant expansion of Marlborough’s remit. Meanwhile, the Street Lighting Services Contract marks an exciting opportunity to maintain and enhance the borough’s lighting infrastructure, including illuminated signage, related electrical works, and the implementation of a modern Central Management System to improve energy efficiency and operational reliability.
Marlborough and the client share a passion for the environment, with both organisations remaining committed to Havering Council’s Climate Change Action Plan. By building on Marlborough’s existing sustainability efforts, over the course of the contracts, low-carbon materials will be used, more electric vehicles and biofuel-powered machinery will be deployed, and ever more efficient construction methods will be rolled out, all aimed at reducing emissions and conserving resources.
In line with Havering Council’s The Havering you want to be part of strategy, Marlborough will conduct a significant series of social value initiatives throughout the contracts period. Expanding on its existing community efforts in Havering, this will include prioritising resident employment through the creation of local jobs and apprenticeship placements, as well as the provision of training and educational courses delivered by qualified members of staff. Marlborough will also engage with schools and colleges and support community organisations through a range of programmes including employee volunteering. The use of local supply chain partners also remains important, with Marlborough committed to using locally sourced materials and services wherever possible.
