Marlborough Highways is proud to announce it has been awarded a position on the Eastern Shires Purchasing Organisation (ESPO) framework for Highway Electrical Connections provided by Independent Connection Providers (256_24), marking an important milestone in the company’s growth and diversification strategy. As a NERS accredited supplier of Independent Connection Provider (ICP) services, this achievement enables Marlborough to deliver a holistic approach to street lighting operations, providing comprehensive solutions to local authority clients across London.
This attainment builds on Marlborough’s recent accreditation under the National Electricity Registration Scheme (NERS), which certified the company’s ability to deliver safe, compliant, and efficient electrical connections for infrastructure projects like street lighting, CCTV installation, and EV charging stations. Now with the awarding of a position on the ESPO Highway Electrical Connections Framework, it ensures that borough councils can benefit from a single, trusted provider, capable of managing a variety of electrical infrastructure needs.
The ESPO framework offers public sector organisations direct access to pre-vetted suppliers, ensuring value, quality, and compliance in delivering essential services. By successfully securing a place on this framework, Marlborough strengthens its ability to provide London boroughs with high-quality, reliable and efficient ICP services. With a focus on transparency, flexibility, and social value, the framework offers a dependable route for procuring works through direct awards or competitive bids.
Following a comprehensive tender process, in which Marlborough was the joint top scorer for quality, the company was awarded positions on two key lots covering London:
- Lot 1:Focused on Highway Electrical Connections on Distribution Network Operator (DNO) or Independent DNO (IDNO) networks. This includes essential public electrical works such as connecting, transferring, and disconnecting unmetered supplies, and carrying out civil engineering tasks like trench excavation and reinstatement.
- Lot 2: Expands on Lot 1 to include Highway Electrical Connections on privately owned networks. This allows Marlborough to connect private cables to public networks and undertake additional tasks such as installation works, jointing, termination, and fault finding

The Highway Electrical Connections Framework, which commenced on 17th December 2024, runs for an initial two-year term with the option for a two-year extension. Therefore, as a supplier to ESPO, Marlborough is now better positioned to support local authorities by offering integrated, streamlined, and high-quality infrastructure services.
