Marlborough Highways has been appointed to Pagabo’s new National Framework for Civil Engineering, Infrastructure and Enabling Works.
Marlborough has secured a place on Lot 2 – Civils and Infrastructure: Highways, covering projects valued between £100,000 and £5 million across London.
The four-year framework, which launched on 1 October 2026, has an estimated total value of up to £4.15 billion and has been created to support the delivery of a wide range of infrastructure projects across the UK.
Our appointment provides Marlborough with access to future highways opportunities through the framework and supports our continued growth across London, where we already work in partnership with a number of local authority clients.
Matthew Revell, Managing Director of Marlborough Highways, said:
“We’re really pleased to have secured a place on Pagabo’s new national infrastructure framework. This is a great opportunity for Marlborough and gives us another route to work with both existing and new clients across London.
“London has been at the heart of our business for many years, and we look forward to building strong relationships through the framework and delivering high-quality highways improvements for local communities.”
David Llewellyn, Construction and Infrastructure Director, Pagabo, said:
“The launch of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 marks an important step in providing public sector organisations with access to a broad range of specialist expertise and delivery capability. The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK. Through the procurement support that Pagabo provides, and the ambition proven by the appointed suppliers, the infrastructure sector is in safe hands.”
The framework brings together 111 suppliers across 13 lots covering areas including highways, rail, water and environmental infrastructure, energy, aviation and enabling works.
Marlborough attended the framework mobilisation meeting in October, providing an opportunity to learn more about how the framework will operate and the opportunities ahead. We look forward to building on our appointment and working with clients across London through the framework.
