Marlborough Highways is proud to announce the continuation and expansion of our long-standing partnership with Southend-on-Sea City Council. Starting April 2026, we will deliver a full-service Term Maintenance Contract (TMC) under a new seven-year agreement, which has the potential to be extended a further seven years.
This contract builds on our existing responsibilities in the community. In addition to enhancing and maintaining roads, footways and street lighting, the contract will see continued improvements to traffic management, car parks and the foreshore, alongside delivery of civil engineering schemes, and a comprehensive winter service. This diverse scope of work ensures residents and visitors alike can keep moving safely and smoothly all year round.
Delivered by our dedicated local teams, the contract builds on Marlborough’s more than 30 years of expertise in maintaining and enhancing public spaces.
As a coastal city, Southend-on-Sea is taking bold steps toward a greener future. We’re supporting this ambition by making a significant investment in electric plant and vehicles, reinforcing our own commitment to becoming a carbon-neutral organisation.
Social value will remain a key focus of this partnership. Working closely with Southend-on-Sea City Council, we will support local initiatives, inspire future careers and create meaningful job opportunities for residents – helping deliver the Council’s vision for a safe, thriving, inclusive and sustainable city.

Valued at up to £15 million per year, the contract reflects the Council’s commitment to high-quality services for residents, supporting civic pride, local employment, community engagement, and a greener, more sustainable Southend-on-Sea.
